Finally got it working. Not sure what the actual solution was.
I installed php 8.1, that didn't work.
I tried php 7.4, that also didn't work.
I reinstalled php 8.2 and retarted the nginx service, reinstalled the plugin and then I was able to activate it without any errors. It is now working. I also cleared all of the various caches in Piwigo. In the end, I'm not sure what caused the fix.
Regardless, it's working again with 14.1.0 and php 8.2.x.

I thinks in table *.config line udp isn't delete when you uninstall plugin :-(
