This issue is resolved.

The root cause is that the theme used was theme Bootstrap Darkroom that had not been updated to the most recent version.

When I changed the site theme to Modus or Elegant, the search page appeared with filters, which is nice!

Although I had checked that no updates were necessary for the Bootstrap Darkroom before updating, I failed to realize that this check does not mean that the installed version of Bootstrap Darkroom is the most recent.

Eventually, I realized, sometime after updating to version 14, I should check whether Bootstrap Darkroom should be updated. I found out that it should be updated and I performed the update. Once I did this, the new and improved search function appeared in the Bootstrap Darkroom theme.

I look forward to using the search filters on the search page.

Thank you for the reply! Yes, eventually I realized that I needed to do this. I updated my post to explain how I duped myself into thinking I had performed this check by doing it before updating to Piwigo 14. Silly error by me.
