I don't want to have 6 colours clearly different.
We have 3 plugins states: active, inactive, uninstalled.
So we need 3 colours.... but each colour must have an "equal" colour a little bit different to differenciate each line (if there are 2 plugins or more consecutives with same state).
If you want to understand, try Plugins Manager with PWG 1.7.x. Install some plugins, activate some ones, and sort by status...

Then, it is worth : you will have big part of the page with alternate lines of light red and dark red, without any grey or dark to cool it down => it's too heavy.

May I have a reminder on the difference between "install" and "activate" a plugin? (and also between "remove" and "deactivate")

Install run maintain.php (Create table, create intial values in config,...)

Activate is just making main.inc.php active.
It is based on Wordpress plugin logic.
And it could be useful in problem determination to deactivate some plugins.

Activate also include maintain.inc.php, and run plugin_activate function

PS: I think we need to keep this two "steps".
Lot's of plugins save data in database. All data are erased when uninstalling.
