I had an issue with a number of images not being rotated properly after a large import (>43K). I found that the synchronisation option didn't re-read in the rotation attribute so I made a change to the code to do this (on 13.8).

I think you should consider making this a feature as it is likely users will apply rotations outside of piwigo and expect a synchronisation to pick it up.
