Step 3 - Configuration - I need help!

I'm trying to install Piwigo manually.
I'd like to make my own website with it.

Okay, here is the problem. I'm trying to follow the documentation of Piwigo.
But I can't go forward at 'Step 3 - Configuration', I try to come on my website, it works, but in the documentation is written that a installation page from Piwigo should appear. Well this page doesn't appear on my website (see picture). I also can't really understand how the MySQL database is related to this, for information, I don't have a database yet, because I cannot understand for what I need it.

Can someone help me to get on this installation page from Piwigo like in the documentation?

Your folder shouldn't be named piwigo-2.1.1 but photos, or whatever you want to name, but without space, dot and special characters.

Did you extract the archive on your local computer, then transfer all the contained files to you host server, as it is said in step 2 (screencopy)?

Yes, I did follow the description of Step 2, as you see on the picture.
Also I changed now the name of my folder, thanks for the advise.

Are you running a local Apache server? or something else?

I'm running MySQL on my server, nothing else. Apache isn't installed on my server, nor on my local computer. I'm working with a ISS Server of Windows Server 2008. I also enabled 'Directory Browsing'.

I'm sorry but I don't know anything about IIS.
You'll have to wait for someone else to give you a hand for your installation :/

With Apache, it would simply be : localhost/path-to-your-piwigo-folder

Oh I see, well thanks anyway. I'll try to start everything with Apache then.
Maybe It'll work, but I never worked with Apache~

If someone still could help me with ISS, please help ^^

Sorry for troubling you....
I started to work with Apache, ISS isn't in use right now.
I can connect to the server Apache, but I don't have any permisson to connect on this folder.
Do you maybe know how to give the needed permission to my Apache server?

On my system (Linux) a right click on the folder displays the permissions and allows to change them.
